Welcome to the Three Seas Initiative (3SI) – a politically inspired, commercially driven platform for improving connectivity between thirteen EU Member States allocated between Baltic, Adriatic and Black seas.


The Three Seas Initiative was born out of a shared interest in developing transport, energy and digital infrastructure connections on the EU’s north-south axis. Connections that must be trusted, sustainable and inclusive thus strengthening EU cohesion and enrich transatlantic links. 3SI aims to scale up region’s excellence EU-wide and globally. 3SI partners – the United States, Germany, and the European Commission – are closely involved in this process.

To improve regions connectivity and accelerate investments in infrastructure projects of the regions 3SI Investment Fund was set up in 2019. To know more about the 3SI projects we invite you to navigate through the list of priority projects.




It's for the second time that Poland will proudly host the Three Seas Initiative Summit. Over the last ten years we have mastered the model of cooperation along Europe's North-South axis. Regional connectivity in the energy, transport and digital spheres is instrumental for the Three Seas Initiative. This productive decade has been the time of condtructive shaping and developing of the Three Seas project. It has also been the time of unprecedented challenges, the reactions to which are our lessons learned and inestimable experience. I look very much forward to welcoming all members of our Three Seas family, prospective partners and global business leaders at the 10thThree Seas Summit and Business Forum here in Warsaw in April.

The Three Seas is an initiative of unity

Every year it brings together 13 countries located between the Baltic, Black, and Adriatic seas – Estonia, Latvia, Lithuania, Poland, the Czech Republic, Slovakia, Hungary, Slovenia, Austria, Croatia, Romania, Greece and Bulgaria.

Objectives

The Three Seas initiative aims to promote cooperation, first and foremost, for the development of infrastructure in the energy, transport, and digital sectors. It targets new investments, economic growth, and energy security.

Three Seas Story

The cornerstone of Three Seas was laid down in 2015. Today, the initiative comprises of an annual summit held at the presidential level, a business forum, and an international investment fund for the financing of infrastructure projects.

Investment Fund

The Three Seas Initiative Investment Fund is a dedicated commercial fund targeting critical infrastructure investment in the region. The fund is advised by Amber Infrastructure Group, an independent specialist international investment manager.

In April the Summit of the Three Seas Initiative will take place in Warsaw

Thirteen countries, 120 million citizens and 143 priority projects – the Three Seas Initiative celebrates its tenth anniversary this year. The Anniversary Summit, to be held in Warsaw on 28–29 April 2025, will not only symbolically conclude a decade of regional cooperation, but also set the direction for its further development.
